Hurricane Elsa Recovery Project

On July 02, 2021, Hurricane Elsa battered Saint Lucia with 75 mph winds and heavy rains. Its devastation was island-wide as several rooftops were blown off, houses damaged, trees and power lines stripped down, and severe damages to the Agricultural Sector.

To tackle the effects of the damage from Hurricane Elsa the government of Saint Lucia through the Ministry of Equity, Social Justice and Empowerment implemented the Hurricane Elsa Recovery Programme geared at meeting the refurbishing and rebuilding needs of directly affected residential homeowners who fall within the vulnerable group category.

The on-site -assessment was done island wide by technical teams assigned by the Saint Lucia Social Development Fund (SSDF). Research Unit Director Dr. Uralise Delaire is the programme coordinator with responsibility for the data collection process.

The data collection process for affected residence involved the compilation of persons in need of assistance by the Ministry’s team of Social Transformation Officers.

Deputy Director of the Community Service Unit Mr. Jim Xavier stated that this programme is a great initiative which encompasses the three main goals of the Unit;


 1)  helping people
 2) changing lives
 3) building communities

The Government of Saint Lucia has allocated Eastern Caribbean Three Million Dollars (EC$3M) from the National Economic Fund to assist with the Hurricane Elsa rebuilding process.
